ഉന മാർച്ച്‌ ആഗസ്ത് 15 ,2 0 16 :
ദലിതരും ആദിവാസികളും ആവശ്യപ്പെടുന്നത് മർദ്ദനത്തിൽനിന്നും,ചൂഷണത്തിൽനിന്നും , കോർപ്പറേറ്റ് കൊള്ളയിൽനിന്നും സ്വാതന്ത്ര്യം

ഇന്ത്യയുടെ 70 - )൦  സ്വാതന്ത്ര്യദിനം ആയ  2016 ആഗസ്ത് 15 ശ്രദ്ധേയവും ആവേശ കരവുമായ ഒരു ജനമുന്നേറ്റത്തിന് സാക്ഷ്യം വഹിച്ചു. ഗുജറാത്തിൽ ഉന യിലെ ദലിത് ജനതയും ബസ്തർ മേഖലയിലെ ആദിവാസികളും അവർക്കു നിഷേധിക്കപ്പെട്ട സ്വാതന്ത്ര്യവും അന്തസ്സും നേടിയെടുക്കാനുള്ള  ജനകീയ പ്രക്ഷോഭങ്ങൾ വരുംനാളുകളിൽ കൂടുതൽ ശക്തിമത്താക്കുമെന്ന് വിളംബരം ചെയ്യാനുള്ള ഒരവസരമായിട്ടാണ് ഈ ദിവസത്തെ അടയാളപ്പെടുത്തിയത്. ബ്രാഹ്മണിസത്തിന്നും, വർഗീയ ഫാസിസത്തിനും, ഭരണകൂട ഭീകരതയ്ക്കും എതിരെ അടുത്ത നാളുകളിൽ ഉയർന്നു വന്നിരിക്കുന്ന  വമ്പിച്ച രാഷ്ട്രീയ വെല്ലുവിളിയാണ് ഗുജറാത്തിലും ഛത്തീസ്ഗഢിലും സംഘടിപ്പിക്കപ്പെട്ട രണ്ട് ബഹുജന മാർച്ചുകൾ പ്രതിനിധാനം ചെയ്യുന്നത്

“നിങ്ങളുടെ പശുവിന്റെ വാലിൽ  നിങ്ങൾ തന്നെ പിടിച്ചു  തൂങ്ങിക്കോളൂ - ഞങ്ങളുടെ ഭൂമി ഞങ്ങൾക്ക് തന്നാൽ മതി " 
ഉന സ്വാതന്ത്ര്യ മാർച്ചിൽ മുഴങ്ങിക്കേട്ട ഈ മുദ്രാവാക്യം ഗുജറാത്തിലും ഇന്ത്യയിലാകെയും ഇന്ന് നടക്കുന്ന സാമൂഹ്യ വിപ്ലവത്തിന്റെ സത്ത ഉൾക്കൊള്ളുന്നതാണ്. ഗോ സംരക്ഷണത്തിന്റെ പേരിൽ രാജ്യത്തിന്റെ പല ഭാഗങ്ങളിലും മുസ്ലീങ്ങളും ദലിതുകളും സംഘി ഗുണ്ടകളുടെ കയ്യാൽ തല്ലിച്ചതയ്ക്കപ്പെടുന്നതും  കൊല്ലപ്പെടുന്നതും,  വിദ്വേഷ പ്രചാരണങ്ങളുടെ സ്വാധീനത്താൽ പ്രചോദിതരായ  ആൾക്കൂട്ടങ്ങൾ അവരെ വളഞ്ഞു പിടികൂടി കൊല്ലുന്നതും ആവർത്തിക്കപ്പെടുമ്പോൾ ഗുജറാത്തിൽ ആയിരക്കണക്കിന് ദലിതുകൾ സംഘടിതരായി ഇതിനെതിരെ രംഗത്തുവന്നു.
"നിങ്ങളുടെ ചത്ത പശുക്കളെ   നിങ്ങൾ തന്നെ എടുത്തോ ;അവയെ കൈകാര്യം ചെയ്യുന്ന പണിക്ക്  ഇനി ഞങ്ങളെ കിട്ടില്ല" എന്ന്
സംഘി ഗുണ്ടകളുടെ മുഖത്തടിച്ചപോലെ അവർ പ്രഖ്യാപിച്ചു.  തങ്ങൾക്ക് കൃഷിചെയ്യാൻ ഭൂമിയും അന്തസ്സ് അപഹരിക്കാത്ത ഉപജീവനമാർഗ്ഗങ്ങളും പകരമായി നൽകാൻ ഗുജറാത്ത് സർക്കാരിനു ബാദ്ധ്യതയുണ്ട് എന്നവർ ഒരേ സ്വരത്തിൽ പ്രഖ്യാപിച്ചു. ഗോ സംരക്ഷണത്തിന്റെ പേരിൽ സാമൂഹ്യ ഹിംസയ്ക്കു പാത്രമാവുന്ന മുസ്ലീങ്ങളുമായി  ഐക്യപ്പെട്ട് "ദലിത് -മുസ്‌ലിം ഭായീ -ഭായീ" എന്ന മുദ്രാവാക്യം റാലിയിൽ അവർ ഉയർത്തി എന്നതും ശ്രദ്ധേയമായ ഒരു കാര്യമാണ്.
'ദലിത് അസ്മിതാ യാത്ര' എന്ന് അറിയപ്പെട്ട യാത്ര സൗരാഷ്ട്രാ മേഖലയിലൂടെ കടന്ന് പോയി 
ഉന പട്ടണത്തിൽ എത്തുകയും ബൃഹത്തായ ബഹു ജനപങ്കാളിത്തത്തോടെ ഒരു 'സ്വാതന്ത്ര്യ റാലി' നടത്തുകയും ചെയ്തു. 'ദലിത് അസ്മിതാ യാത്ര'യിൽ പങ്കെടുത്തവർ ഭൂരിപക്ഷവും   തെക്കൻ ഗുജറാത്തിൻലെ ഗ്രാമീണ മേഖലകളിൽ നിന്നെത്തിയ  ദലിത് യുവജനങ്ങൾ ആയിരുന്നു ; ഗുജറാത്തിന്റെ മറ്റു ഭാഗങ്ങളിൽ നിന്നും രാജ്യത്തിന്റെ ഇതര ഭാഗങ്ങളിൽ നിന്നും എത്തിയ നൂറ് കണക്കിന് 
സാമൂഹ്യ പ്രവർത്തകരും ആക്ടിവിസ്റ്റുകളും യാത്രയിലും റാലിയിലും  പങ്കെടുത്തു. ജിഗ്നേഷ് മേവാനി , സുബോധ് പാർമർ  എന്നിവരടങ്ങിയ 'ഉന ദലിത് അത്യാചാർ ലഡായീ സമിതി' യുടെ യുവ നേതാക്കൾ ആയിരുന്നു യാത്ര
.നയിച്ചത് . 2002 ലെ  മുസ്‌ലിം വിരുദ്ധ കൂട്ടക്കൊല നടന്ന സമയത്ത് ഭാവ് നഗറിൽ മുസ്ലീങ്ങൾക്ക് സംരക്ഷണം നൽകാൻ പരിശ്രമിച്ചതിന്റെ പേരിൽ  ഗുജറാത്ത് സർക്കാരിന്റെ ദ്രോഹ നടപടികൾക്ക് ഇരയായ രാഹുൽ ശർമ്മ എന്ന മുൻ പോലീസ് ഓഫീസർ , ജൻ  സംഘർഷ് മഞ്ചിന്റെ പ്രവർത്തകരായ നിർജ്ജരി സിൻഹ , പ്രതീക സിൻഹ എന്നിവരും
'ദലിത് അസ്മിതാ യാത്ര' യ്ക്ക് സജീവ മായ പിന്തുണ നൽകി.

നടത്തിയ ബഥാനി ടോലഉൾപ്പെട്ട ബിഹാറിലെ തരാറി മണ്ഡലത്തെ പ്രതിനിധീകരിക്കുന്ന  സി പി ഐ (എം എൽ) എം എൽ എ ആയ സുദാമാ പ്രസാദ് ഉൾപ്പെടെ   സി പി ഐ (എം എൽ) ലും RYA യിലുംമറ്റു ബഹുജന സംഘടനകളിലും  പ്രവർത്തിക്കുന്ന അനേകം  നേതാക്കൾ ബിഹാറിൽ നിന്നും യു പി യിൽ നിന്നും മഹാരാഷ്ട്രയിൽ നിന്നും യാത്രയിൽ പങ്കെടുക്കാൻ  എത്തിയിരുന്നു.
ആഗസ്ത് 15 ന് ഉനയിൽ ദേശീയ പതാക ഉയർത്തിയത് സവർണ്ണ ഫാസിസ്ററ്  അധികാരവെറിയുടെ രക്തസാക്ഷിയായ രോഹിത് വേമുലയുടെ മാതാവ് രാധിക വേമുല ആയിരുന്നു. ഗുജറാത്തിലെ സാംസ്കാരിക രംഗത്തെ അറിയപ്പെടുന്ന ജനകീയപ്പോരാളികളും  ഗായകരുമായ  ചാരുലും വിനയ് യും ദേശീയഗാനാലാപനത്തിൽ  നേതൃത്വം വഹിച്ചു . രാജ്യം മേൽജാതിക്കാരുടെയോ , മേധാവിത്വം പുലർത്താൻ ശ്രമിക്കുന്ന ഏതെങ്കിലും ഒരു  മതക്കാരുടെയോ സ്വകാര്യ സ്വത്ത് അല്ല രാജ്യം എന്ന് നമ്മളോ രോരുത്തരും  സ്വയം ഓർമ്മിപ്പിക്കുന്നതിനുള്ള ഒരു മാർഗ്ഗമായിട്ടാണ് ദേശീയ പതാക ഉയർത്തുന്നതിനെ ഈയവസരത്തിൽ താൻ കാണുന്നതെന്ന് രാധിക വേമുല സദസ്സിനെ അഭിസംബോധന ചെയ്തുകൊണ്ട് പറഞ്ഞു. ഉന യിലെ മുന്നേറ്റത്തിന് തന്നെ പ്രത്യക്ഷമായ ഒരു നിമിത്തമാകും വിധത്തിൽ "ഗൗ രക്ഷക്" ഗുണ്ടകളുടെ മൃഗീയമായ ആക്രമണത്തിന് വിധേയനായ മോട്ടാ സാമദിയ എന്ന ഗ്രാമത്തിലെ  ബാബുഭായി സർവൈയ്യയും അദ്ദേഹത്തിന്റെ കുടുംബാംഗങ്ങളും വേദിയിൽ ആദരിക്കപ്പെട്ടു. "ലോകത്തിലെമ്പാടും ഉള്ള ദലിതുകൾ ഒന്നിക്കൂ "എന്ന മുദ്രാവാക്യം വേദിയിൽ മുഴങ്ങി.

Notes From the Dalit Asmita Yatra 
Freelance journalist and photographer Javed Iqbal walked with the yatra. Some of his observations, accompanying his photographic documentation, are excerpted here from his Facebook wall:
The Asmita rally was mostly covered on foot, going village to village. There were no loudspeakers and sloganeering was done in groups, with loud calls of Jai Bhim, Azaadi and Halla Bol.
The children of Hemal, marched most of the way towards the village Timbi before the core protestors began to carry them. They shouted slogans throughout….
Dozens of people would be injured before and after the independence day rally when dominant caste villagers from Samter, attacked people attending the rally. The next day they would attack people leaving Una.
Babubhai from Thangadh was the quick to comment on how the police were so easy to open fire on them four years ago when three Dalit boys from their village were killed, and were much more circumspect when the Dalits were attacked on the way to the Una rally. Himatbhai Rathod from Thangadh, claimed that his attackers had even videographed him.
Profiling some of the other participants in the March and Rally, Javed Iqbal wrote:
Chandrika Solanki from Baroda is a teacher and an Ambedkarite activist who has been trying to get the government to further recognize Sayajibaug Garden, the park in Baroda where in 1918, Dr.Ambedkar had found himself and resolved to fight for Dalit rights, after being humiliated and evicted from a Parsi inn. ...
Sushila Prajapati, is a feminist activist from Ahmedabad who has worked for years on cultural practices and gender discrimination.
Jyoti Jagtap from cultural troupe Kabir Kala Manch was also a part of the march in Una. Three members from KKM have been in prison as undertrials for over three years now....
Ravindra Yadav from the CPI ML is from Arwal in Bihar, where the Laxmanpur-Bathe massacre had taken place in 1997, when the Ranveer Sena murdered 58 landless Dalits....
Rama Naga and Pradeep Narwal from JNU had given short rousing speeches to a cheering crowd. A large group of young boys behind me screamed in protest when the microphone was taken away from Rama Naga. ‘We will implement the Una Model all over India!’ he had said to rousing applause.
Javed Iqbal noted:
The effect of the month long agitation is sometimes easily visible on the roadside. This carcass was found on the way from Hemal to Thimbi and had been on the roadside for days. (see photo below)
Manoj Manzil, RYA Bihar President wrote about the Asmita Yatra:
We’ve seen the spark of awakening, revolt and resistance of the Dalits, the poor and oppressed challenge the feudal forces in Bihar, braving massacres and feudal reaction. Now we’re seeing that spark ignite a social revolution in the hostile terrain of Gujarat, where feudal oppression is compounded by communal-fascist political hegemony. The Dalit Asmita Yatra that moved from village to village in South Gujarat was a display of Dalit unity and assertion, of Muslim and Dalit unity – a resounding exposure of Modi’s much-touted ‘Gujarat model’ and a revolt in the RSS’ own Hindutva laboratory against Brahminism and the Sangh Parivar’s communal and casteist politics.     
The slogan that hurts and challenges the communal and casteist forces, especially the Sangh Parivar, the most is ‘Dalit Muslim Bhai Bhai, Milkar Chhedo Nayee Ladayee” (Dalits and Muslims are brothers, together let’s wage a new struggle).
From village to village, Dalits took the pledge not to dispose of cow or animal carcasses, not to enter gutters or dispose of human excreta – in short, never to do the demeaning work that the stinking Brahminical caste system has assigned to them.     
When the yatra reached Hemal village in Amreli district and we were resting after our meal, I spoke to a young Dalit agricultural worker Ramesh Parmar. He said, “We have to take our own plates and glasses to the fields, because the dominant caste farmers won’t give us food or water in their vessels. Dalits are not allowed into temples in our village. Even in social functions in the village, the dominant castes are served food separately from us. We are made to feel as though we’re not human.”  
The Yatra from Ahmedabad to Una covered 350 kilometres, crossing four districts of Ahmedabad, Botad, Amreli, and Gir-Somnath, stopping at many villages where the marchers were welcomed with flowers by young people, children, women and aged folk, who would then join the Yatra for a part of the journey. Activists from the yatra addressed public gatherings at many places. Wherever the RYA and CPI(ML) activists spoke, we told the gathering about the struggles for land, dignity and rights waged by the oppressed in Bihar, with red flags in their hands. We spoke of the need for unity between Left and Ambedkarite movements. Hailing the slogan of Gujarat’s Dalits “Lath lekar jayenge, zameen khaali karayenge”, we spoke about the struggles in Bihar where Dalits and other oppressed people freed ceiling surplus and gair mazarua land and redistributed it – defending it in the face of feudal guns. Dozens of villages like Charugram, Dr Nirmal Gram, and Sona Tola were settled in this manner, where Dalits today live and cultivate fields. Even now, the CPI(ML) MLA from Darauli (Siwan), Satyadev Ram, as well as the RYA National President Amarjit Kushwaha are in jail today because of one such struggle, where Dalits who freed land illegally grabbed by Brahmins and built their homes on it, defended themselves against goons who fired at them in presence of the police.      
One question that all are asking is: the Gujarat Government is so eager to give lands to Ambani, Adani and Tata, why not to landless Dalits? Landless Dalits in Gujarat have officially been allotted 1,63,808 acres of land, and there are some 50,000 acres of bhoodan land also, but these are all mostly still under control of the dominant Patel or Darbar castes, and the landless Dalits are yet to get possession of them.  
In Gujarat, the conviction rate in Prevention of Atrocity Act cases is six times lower than the national average. The NCRB data of 2014 shows that the national conviction rate is 28.8% - while the conviction rate in Gujarat is an even more pitiful 3.4%. This data shows the true face of the Gujarat model. Impunity is infectious: where crimes against Muslims enjoy open impunity and patronage, where power openly boasts of its crimes, can Dalits expect justice?
After the rally, CPI(ML) PB member Kavita Krishnan and I joined Tushar Parmar and Abhishek Parmar to visit the families of the three Dalit youth of Thangadh village - Pankaj Sumra, 17, Mehul Rathod, 16, and Prakash Parmar, 27 - who had been shot dead by police in 2012. The Dalits of Thangadh had been resisting an attack by the dominant Darbars – but the police fired on the Dalit victims not the aggressors, killing them in cold blood. The post mortem showed bullets to the chest – clearly firing wasn't intended to disperse the crowd but to kill for daring to challenge casteist violence. The families of the victims were on dharna and hunger strike at Gandhinagar, protesting against the closure report filed by the police in the case, and demanding that the report of a one-man enquiry commission, that had been submitted in 2013, be made public immediately.  
But Una has truly given the country another ‘Gujarat model’ – a model of Dalit awakening and struggle, of Dalit-Muslim unity, of giving up demeaning work and struggling for land and dignified livelihood instead. This spark is becoming a wildfire, spreading across the country, delivering a body blow to communal fascism.        
Jignesh Mevani's Speech At Una
Below are excerpts from Jignesh Mevani’s speech at the Una Azaadi Rally:
Friends, Modi did not open his mouth just like that. When the power of the oppressed and the poor came in full force on to the streets of Ahmedabad and Gujarat, they feared that the same cow-mother’s tail might become a noose for the BJP. So Modi said “if you have to shower bullets, shower them on me, spare the Dalits!” We want to ask Modi — When in Thangadh village of Surendranagar district of Gujarat, in 2012, police gunned down 3 young dalit boys with AK-47s, like terrorists, did you then say “Don’t shower bullets on them, shower bullets on me” at that time ? We will not fall for Hindutva tricks and deceptions any more. That is why we are saying, “Modi, keep the cow’s tail for yourself, give us our land).” Give us land, give us the start-ups you keep talking about – because we won’t do dirty jobs any more.

Many years ago, Babasaheb had asked us to stop removal of dead carcass or cleaning sewers as occupations. Today, this is a struggle for self-respect and dignity. Stand up with me to take the vow:

We, the people from the Dalit community of Gujarat, from the grounds of Una vow, that after today, never in our lives, will not dispose of dead carcasses, will not work in manual scavenging; and instead, place the following demands in front of the government– that every Dalit family in Gujarat be alloted 5-acres of agricultural land each.

If within 30 days – by September 15th - the Gujarat government does not start the process of allotment of agricultural land, then we will start Rail Roko Andolan. 

Wherever we have marched, our muslim comrades have welcomed and encouraged us wholeheartedly. Let us give a hand for them!

Friends, it has been a great weakness of the Dalit resistance movement that we did not take along and fight for the Valmiki community when we fought for our liberation. So, in whichever village we went as part of the march, I have been saying that if I had two sisters, I would have been very happy if I one of them could be married to a Valmiki and the other to a Muslim.

Dalits of the world unite! Workers of the world unite! Women of the world unite!

One of the 10 demands we have placed in front of the government is that the 1,20,000 cases under Forest Rights Acts filed by our Adivasi brothers and sisters be resolved.

I have also just learned that the Gujarat government has removed the Consent Clause from the new Land Bill. Which means, agricultural land can now be snatched away from farmers without their consent. Is this acceptable to us? (the gathering responded with a unanimous ‘No!’)

Social Impact Assessment and Environmental Impact Assessment requirements have also been removed. The Dalit movement, workers’ and farmers’ movements will join hands in our call for Rail Roko.

Friends if we do Rail Roko, do understand that you might be jailed. Are you ready? (the gathering responded with an enthusiastic ‘yes’).

Oppression of Dalits in Gujarat 
In an attempt to understand the roots of Dalit oppression and resistance in Gujarat, the AIPF team interacted with activists of the Navsarjan Trust that been documenting such oppression and raising issues of Dalits for long. The AIPF team also spoke with well-known sociologist Ghanshyam Shah, activist and intellectual Achyut Yagnik, as well as Shalini Randeria, a social anthropologist now based in Vienna, who has extensively researched Dalit communities in Gujarat.
We reproduce some pertinent observations here. 
A study by the Navsarjan Trust, titled “Understanding Untouchability: A Comprehensive Study of Practices and Conditions in 1,589 villages”, conducted in Gujarat between 2007-2010, had painstakingly documented evidence of widespread untouchability, tacitly approved and encouraged by the Government, in 98% of the villages. These included untouchability in public health centres, public water facilities, mid-day meals, sitting arrangement in government schools and panchayat offices. Navsarjan activists say that these findings were submitted by them to the government – but the Gujarat Government remained in denial mode. To counter the Navsarjan findings, the Gujarat sponsored a report by the Centre for Environment Planning and Technology University which claimed, based on a study of five villages, that untouchability was no longer an issue in Gujarat!
This denial has practical consequences. Ghanshyam Shah points out that Gujarat ranks fourth in the country in Dalit atrocities – yet the Gujarat government has violated the law that requires a dedicated court to hear atrocity cases; and investigation of such cases by a DSP-level or higher police official; and mandatory twice-a-year meetings of the high-power vigilance and monitoring committee for the implementation of the Act. 
Ghanshyam Shah noted that in the Una atrocity, the ‘cow-protectors’ forced a Muslim boy to join them in thrashing the Dalits - to prove that Muslims are anti-beef. It is in this context that the ‘Dalit Muslim Bhai Bhai’ slogan raised by the Dalit uprising in Gujarat has such an important resonance. Shah pointed out that in his book ‘Social Harmony’ (Samajik Samrasta), Narendra Modi specifically argued against the ‘Dalit-Muslim Bhai Bhai’ slogan.
Shah observed that while the Patidars (Patels) are landed, the Darbars (descendants of feudal Kshatriya landlords) no longer have that much control over land. But the Darbars’ sense of feudal pride rests on a display of aggression and violence against Dalits. 
Shah says that the Patidars have a history of anti-Dalit reaction – which came to the fore in the anti-reservation protests of 1981 and 1985. In 1981, the Patidars began the anti-quota agitation in a medical college. Note far from Ahmedabad, a Dalit who demanded land and wages was hanged in a panchayat office. In 1985 the Patidars’ anti-quota agitation against targeted Dalits. But even in the 1980s, there had been attempts to communalise and incite Dalits – who were resisting the anti-quota stir - against Muslims. 
Shah points out that 10-12% of Dalits in Gujarat have a college education – but the model of jobless growth means that there are no jobs for these youth. The latest round of Patidar agitation that emerged as a demand for reservation (a re-articulation of the earlier openly anti-quota position) also took root in the climate of jobless growth in Gujarat.   
Achyut Yagnik said it was especially significant that the Dalit protests and the mass of Dalit participation in the protests had come from rural South Gujarat, especially Saurashtra – fortress of the worst kind of feudalism. Also, that these protests had spread to North Gujarat and even to Modi’s home town.
Yagnik points out that Dalits who are a mere 7% in Gujarat, do not command any political clout. In neighbouring Maharashtra, Dalit poetry had heralded Dalit Panthers. In Gujarat, the Dalit Panthers was formed, and later there were some attempts to publish Dalit writing.   
The Patels who were tenant farmers, were the main beneficiaries of land reform in Saurashtra, and emerged as landowners, becoming economically powerful by cultivating cash crops like groundnut and cotton. They later set up SMEs (small and medium industries) on the land. That is why Patidars are resentful not only of jobless growth but also of the Gujarat Government’s wooing of big capital at the cost of SMEs.
The Patidars used to be part of the Congress votebank. When the Congress adopted the KHAM formula – Kshatriya-Harijan-Adivasi-Muslim – in 1985 the Patidars were ‘left out’ and this politically influential community supported the BJP.
Yagnik said that the Dalit middle class in Gujarat, till now, had largely aimed at assimilation not assertion. To assert their identity they would join a Hindu sect – the Swaminarayana Sect or the Asaram sect for instance – and this was usually the first step towards assimilation in Hindutva politics. At various places, Dalits had been foot soldiers of the RSS in the communal mobs that attacked Muslims in 2002.  
Yagnik said that the ‘division of labourers’ that Ambedkar spoke of is visible even amongst Dalits. Dalits in Gujarat are stratified into seven communities – the unity of these communities in the present movement is most significant. Among Dalits, the ‘Garo’ community are the ones who perform the Brahmins’ tasks within the
Dalit community – such as presiding over weddings. Vankars (weavers) comprise 48% of the Dalits in Gujarat, while Chamars (tanners) comprise 24%, and the remaining 25-27% comprise Bhangis (Valmikis).
Yagnik points out that weavers in several other states are not Dalits – in Gujarat they are counted among Dalits. One possible explanation of this could lie in the fact that the weavers in Gujarat eat the meat of the dead cow. Shalini Randeria told us that during her research in rural Gujarat, she found that the weavers and Chamars would drag the carcass of the dead cow, a task that required strength and also skill (to keep the hide undamaged). The skinning would be done by the Chamars. The meat would be divided amongst Dalits in an hierarchy that mirrored or mimicked the varnashrama classification: i.e the top parts of the cow would go to the top-most among Dalits; the lowest parts to the lowest among Dalits, etc. Carcasses of horned and hoofed animals would be disposed of by the Vankars and Chamars, while Valmikis could only dispose of the bodies of lower/lesser animals – dogs, cats etc. In the jajmani system, the Dalit families had feudal ties with the families of the upper castes. The ultimate pollution was reserved for those who dealt with the human dead body. But the younger generation had already begun to give up these traditional occupations due to stigma.      
Ranberia said that during her research she was intrigued to come across a large number of words used only by Dalits – words that did not find mention in the Gujarati dictionary at all. These words related to instruments of skinning or tanning, terms to describe specific forms of kinship peculiar to Dalits, and so on.
Socio-Economic Emancipation Vs Modi-RSS 'Social Harmony'
Modi’s book ‘Social Harmony’ – Samajik Samrasta – is an elaboration of the RSS notion of ‘harmony’. In that book, Modi says “Samar nahin, samrasta” – that is, “not war but harmony”. He says, don’t talk of breaking society, talk of reforming distortions in Hindu society and uniting Hindu society. In harnessing Ambedkar to this agenda, he maliciously suppresses Ambedkar’s call to annihilate caste, misrepresenting Ambedkar’s agenda as one of uniting Hindu society. 
In this book, one passage is especially relevant in the context of the Una-inspired  movement of Dalits that is demanding land. Modi approvingly narrates the story of ‘Vir Meghmaya’ (a Dalit saint of Gujarat, who sacrificed his life to bring water to a cursed stepwell and a parched kingdom. In return, he is said to have demanded that his community of Dalits be allowed to live within the villages rather than in segregated hamlets.) Modi, speaking of Meghmaya’s demands made of the king in exchange for his life, writes, “He demanded the facility of worshipping the Tulsi and the Pipal tree…. We may think of asking for a two-acre plot of land so that our children may be prosperous. Vir Meghmaya did not raise any demand for his personal or material benefit. In fact, he thought about the happiness of the entire society. …it was his thought to integrate the entire Hindu community… The very thought that my community should not get detached from the cultural mainstream which came to Dr Ambedkar in the 20th century, in fact first came to mind of Vir Meghmaya nearly a thousand years ago.”
So Modi is specifically telling Dalits here – you should demand the right to worship what Hindus worship, not demand land and other material benefits! The Dalits of Gujarat don’t seem to be listening, however. 
This is a familiar theme with Modi: at the 6th convocation of the Babasaheb Bhimrao Ambedkar University in January, he praised Ambedkar for suffering humiliation without complaint.
To compare Ambedkar the radical with a Dalit figure who is said to have died to benefit his oppressors, and who bartered his life for his community’s integration with Hindu society, is a travesty. But Modi has no qualms about committing this travesty with Ambedkar’s ideas.
Modi’s book is full of slurs against Muslims: he is telling Dalits to remain within the Hindu fold, not convert to Islam, and he is blaming Islamic ‘invasions’ for the worst of the caste system! 
What are Modi’s thoughts on inter-caste marriage? In a speech given in Rajkot in 2004, reproduced in the book ‘Social Harmony’, Modi expounds the rationale for inter-caste marriages in terms that rationalise the caste-based division of labour: “In the past, there used to be the consideration of economics behind sticking to marriages within the same caste. Suppose the daughter of a potter marries a potter, she doesn’t need to learn how to knead the clay.” Why should the potter’s family have had to do the work of making pots down the generations? Why should this occupation be based on birth at all? Why should the daughter of a potter – or the daughter of the priest - not decide who she would like to marry? Modi, rather than asking these questions, gives a spurious economic rationale for the social oppressions of caste and gender. Modi continues, “Things have changed now… It was fine to think about marriages only within the community about 15-20 years ago. But the situation is different today and we must accept the change wholesomely, wholeheartedly.”
Ambedkar advocated inter-caste marriages in his own day, even before India became independent, as did various other groups who were his contemporaries. Yet here we have someone who is today India’s PM, saying that in his opinion, inter-caste marriage was not justified till the 1980s! Needless to say, Modi is silent on inter-faith marriage: in his book on ‘social harmony’, Muslims figure only as enemies and rapists of Hindus. Muslims or Christians are not included in the embrace of ‘social harmony’ as defined by the man who is today India’s PM: for Modi, ‘society’ is Hindu society, India is Hindu India, ‘we’ are always Hindus, ‘they’ are always Muslims.     
The ‘we’ in the book also stands for savarna Hindus. It repeatedly exhorts ‘us’ to speak kindly to those who perform menial tasks for us, those who clean ‘our’ homes. There is never a breath to suggest that the Dalits require emancipation from these occupations and equality, not condescension!
The ongoing uprising in Gujarat that is spreading all over India is a slap in the face of this social vision of communal hatred and caste hierarchy masquerading as ‘harmony’.

മ്മു കാശ്മീരിലെ യുറി യിൽ 17 ഇന്ത്യൻ സൈനികരുടെ ജീവൻ അപഹരിച്ച നടന്ന ഭീകരാക്രമണത്തെ സി പി ഐ (എം എൽ ) ശക്തമായി അപലപിക്കുകയും, മരണപ്പെട്ട ജവാന്മാരുടെ കുടുംബാംഗങ്ങളെ അനുശോചനം അറിയിക്കുകയും ചെയ്യുന്നു.
 ദേശീയ സുരക്ഷ സംബന്ധിച്ച മോദി സർക്കാരിന്റെ അവകാശവാദങ്ങൾ വെറും വാചകമടികൾ ആണെന്നാണ് യുറിയിലും പത്താൻ കോട്ടിലും നടന്ന ഭീകരാക്രമണങ്ങൾ തടയുന്നതിൽ സർക്കാരിന് സംഭവിച്ച  ഗൗരവാവഹമായ വീഴ്ചകൾ തെളിയിക്കുന്നത്. സുരക്ഷാ സേനയുടെ ആസ്ഥാനത്തുള്ള 
താവളങ്ങളും  ക്യാമ്പുകളും പോലും ഇതുപോലെ ഭീകരാക്രമണത്തിന് വിധേയമാവുന്ന സ്ഥിതിവിശേഷം 
സർക്കാരിന്റെ ഭാഗത്ത് ഉണ്ടായ ഗുരുതരമായ അനാസ്ഥയിലേക്കാണ്  വിരൽ ചൂണ്ടുന്നത്. ജമ്മുവിലും കാശ്മീരിലും നടക്കുന്ന സിവിലിയൻ പ്രതിഷേധങ്ങളെ നേരിടാൻ  സേനാവിഭാഗങ്ങളെ നിയോഗിച്ച നടപടിയിലൂടെ സർക്കാർ സൈനികത്താവളങ്ങൾക്ക് വേണ്ട അവശ്യമായ സുരക്ഷാ സംവിധാനത്തെ  അവഗണിക്കുകയും,  ഭീകരാക്രമണങ്ങൾ  എളുപ്പമാവും വിധത്തിൽ   അവയെ താരതമ്യേന ദുർബ്ബലമാക്കുകയുമാണ് ചെയ്തിരിക്കുന്നത്.
 സ്വയംകൃതമായ സുരക്ഷാ പാളിച്ചകൾ മറച്ചു വെയ്ക്കാനുള്ള  ഒഴിവുകഴിവായി യുറിയിൽ നടന്ന ഭീകരാക്രമണസംഭവത്തെ ഉപയോഗപ്പെടുത്താൻ സർക്കാരിനെ അനുവദിച്ചുകൂടാ .കാശ്മീരിലെ  സ്ഥിതിഗതികളെ ശരിയായി അഭിസംബോധന ചെയ്യാനും ജനാധിപത്യപരമായ മാർഗ്ഗത്തിൽ പ്രശ്നത്തിന് പരിഹാരം കണ്ടെത്തുവാനും ശ്രമിച്ചിരുന്നുവെങ്കിൽ സൈനിക ത്താവളങ്ങളിലെ സുരക്ഷാ പാളിച്ചകൾ മുതലെടുത്ത് ഇതുപോലെ ഒരാക്രമണം നടത്താൻ ഭീകരർക്ക് കഴിയുകയില്ലായിരുന്നു. കാശ്മീരിലെ സിവിലിയന്മാർക്ക് നേരെ വീണ്ടും ഭരണകൂട ആക്രമണങ്ങൾ അഴിച്ചുവിടാനുള്ള ഒരു ന്യായീകരണമെന്നപോലെ  യുറി സംഭവത്തെ ഉപയോഗിക്കാനും സർക്കാരിനെ അനുവദിച്ചുകൂടാ .
 
കാശ്മീരി ജനതയുടെ മേൽ നടക്കുന്ന അടിച്ചമർത്തലിനെ ന്യായീകരിക്കുകയും, യുദ്ധവെറി നിറഞ്ഞ വായ്ത്താരികൾ ആവർത്തിക്കുകയും ചെയ്യുന്നതിന് പകരം ഇന്ന് ഏറെ അത്യാവശ്യമായിരിക്കുന്നത് നുഴഞ്ഞു കയറ്റക്കാർക്കും  ഭീകരാക്രമണങ്ങൾക്കും എതിരെ സൈനികത്താവളങ്ങളുടെ സുരക്ഷ  ഉറപ്പുവരുത്തലാണ്.  കാശ്മീരി ജനതയെ പ്രതിനിധീകരിക്കുന്ന എല്ലാ വിഭാഗങ്ങളുമായും ജനാധിപത്യപരമായ മാർഗ്ഗത്തിൽ സംഭാഷണങ്ങൾ നടത്തികശ്മീർ തർക്കത്തിന് രാഷ്ട്രീയ പരിഹാരം കണ്ടെത്താനുള്ള ശ്രമങ്ങളോടൊപ്പം അത് ചെയ്യാവുന്നതാണ്.

The Lives of Muslims, Dalits, Kashmiris and Even Soldiers Are Cheap in Modi Rule
'Cow protection mobs’ continue to remain absolutely confident of impunity thanks to patronage from the ruling regime in India, even after the Una uprising and the outrage over the Dadri lynching. The latest atrocities in the name of ‘protecting cows’ include the horrific murder and gangrape in Mewat and the brutal killing of Mohammed Ayyub in Ahmedabad.
Mewat is a region of Haryana where Muslims have a significant presence. In the run-up to Eid, the BJP Government of Haryana launched a series of ‘raids’ on eateries to check biryani for illegal use of beef. This move was a measure calculated to harass and intimidate the Muslim community on the occasion of their festival, and to create a climate of hatred and violence against Muslims. In the midst of this toxic climate, a gang forced its way into a farmhouse in Mewat and indulged in a brutal assault against a Muslim family. A couple was thrashed to death; another couple assaulted, and a 20-year-old woman and a 14-year old girl gangraped as a warning against ‘eating beef.’ The two gangrape survivors said that they were asked if they ate beef; and told that the rape was to make sure they stopped eating beef. The assailants were in no hurry; they indulged in prolonged violence, robbed the household and left.
The response of the Haryana Government has left no one in any doubt about why the ‘cow-protection’ mobs feel such a sense of impunity. The Haryana Chief Minister ML Khattar has declared that the murder and gangrape, and the beef-testing raids in Mewat are “trivial issues” compared to the Golden Jubilee celebrations of the State! It was Khattar who, after the lynching of Akhlaque at Dadri, had said, “Muslims can continue to live in this country, but they will have to give up eating beef” because “the cow is an article of faith here.” The Haryana police initially did not even book the accused for murder, and have tried to deny any link of the attack to ‘cow protection’ mobs. We may recall how the Haryana Government tried to trivialize and deny the anti-Dalit atrocity in Faridabad where two Dalit children were burnt alive, and how Union Minister VK Singh compared the children to ‘dogs.’
It is apparent that the Haryana police has time to raid hotels, and test/taste biryani samples for ‘beef’, all to ‘protect cows’ – but protecting the rights of Muslim citizens and Muslim women from murder and rape is a ‘trivial issue.’
Meanwhile in Gujarat, a young man Mohammed Ayub was beaten to death by a mob that accused him of ‘transporting calves’ in his car. His companion Sameer Sheikh survived the attack – but news reports suggest that the Gujarat police is denying Sheikh’s allegations of assault by a ‘cow protection’ mob, and is instead treating Sheikh as a suspect in a ‘cow smuggling’ case filed by those accused of killing Ayyub! Dalits and Muslims who came together to protest the killing – continuing the protests that followed the stripping and thrashing of Dalit youth at Una by a ‘cow-protection’ mob – are being detained by the police.
Prime Minister Narendra Modi’s silence on the assaults in Mewat and his own home ground of Ahmedabad is again, deafening. Modi had commented obliquely on Una, albeit belatedly, due to fear of alienating Dalit voters prior to UP polls. The distinction Modi then made between genuine and fake ‘cow protectors’ and his calls to State Governments to keep dossiers of cow-protection’ groups sound especially hollow in the face of the brazen daylight murder of Ayyub and the brutal murders and gangrapes in Mewat.
Modi’s birthday celebrations in Gujarat were marked by the arrest of activists. In Gujarat itself, leader of the Una Dalit uprising Jignesh Mevani was taken into preventive custody to keep Modi’s birthday ‘free of incident!’ And before that, well-known Kashmiri human rights activist Khurram Parvez was first prevented from flying to Geneva to attend the UN Human Rights Council, and then arrested and jails for ‘breach of peace.’ Bastar-based journalist Prabhat Singh known for exposing atrocities against adivasis by the notorious Bastar police and CRPF has gone into hiding, fearing abduction and even murder by the police and anti-Maoist vigilante outfits. He had been booked a few months ago in a criminal case on the pretext of a WhastApp message.
Arrests of activists and witch-hunt of journalists only underlines how fearful the Modi Government and State Governments in BJP-ruled Gujarat, Chhattisgarh and BJP-PDP ruled J&K are of the truth. By preventing a Kashmiri activist from approaching the UNHRC, the Indian Government has ironically proved to the international community that it has something to hide and is gagging activists. Bastar is being ‘cleansed’ of independent journalists and activists so that a ‘war without witnesses’ may be unleashed on the adivasis there. And the PM with the ’56-inch chest’ is so fearful that an activist may disrupt his birthday celebrations that he has the activist arrested!
The Modi Government that brands every dissenter as ‘anti-national’ and a ‘Pakistani agent’ has been left red-faced after a heinous terrorist attack on a military base in Uri killed 17 sleeping soldiers. Not only are the lives of Dalits, Muslims, Kashmiris cheap in Modi’s India, even the lives of soldiers whose heroism is invoked to justify every assault on democratic rights and dissent are treated as cheap by this Government. This Government must not be allowed to hide its all-round failures or justify the ongoing assaults on democracy under cover of war-mongering and hate-mongering in the wake of the Uri attack.

അതിർത്തിയിലെ സംഘർഷത്തിന് അയവുണ്ടാക്കുക

ഇന്ത്യയും പാക്കിസ്ഥാനും തമ്മിൽ അതിർത്തിയിൽ ഉണ്ടായ സംഘർഷം ഇന്ത്യൻ പക്ഷത്തുനിന്നുള്ള ഒരു സർജ്ജിക്കൽ സ്ട്രൈക്ക് (കൃത്യമായ ലക്ഷ്യസ്ഥാനങ്ങളിലുള്ള കടന്നാക്രമണം ) ആയിരുന്നുവെന്ന് ഇന്ത്യയും, അതിർത്തികടന്നുള്ള   വെടിവെപ്പ് (ക്രോസ് ബോർഡർ ഫയറിങ്) മാത്രമായിരുന്നുവെന്ന് പാക്കിസ്ഥാനും അവകാശപ്പെടുമ്പോൾ,  ഉറി ആക്രമണത്തിന്റെ പശ്ചാത്തലത്തിൽ ഇരു രാജ്യങ്ങളും തമ്മിൽ നടന്ന വാക് പോര്  ഇതിനകം തന്നെ കലുഷിതമാക്കിയ  ഒരു അവസ്ഥയെ ഒന്നുകൂടി മൂർച്ഛിപ്പിചിരിക്കുകയാണ്. സംഘർഷത്തെ ഇനിയും വളർത്താൻ മാത്രം ഇടവരുത്തുന്ന  സൈനിക നടപടികളും   യുദ്ധവെറി  പ്രോത്സാഹിപ്പിക്കുന്ന  പ്രസ്താവനകളും ഒഴിവാക്കണമെന്ന്   CPI(ML) കേന്ദ്രകമ്മിറ്റി ഇന്ത്യയിലേയും പാക്കിസ്ഥാനിലേയും സർക്കാരുകളോട് ആവശ്യപ്പെടുന്നു.
പഞ്ചാബ് അതിർത്തിയിലുള്ള 10 കിലോമീറ്റർ ദൈർഘ്യമുള്ള ഒരു ബെൽറ്റിൽ  താമസിക്കുന്ന ഗ്രാമീണർക്ക് ഉചിതമായ ബദൽ സൗകര്യങ്ങളോ ക്യാമ്പുകളോ ഒരുക്കാതെ ഡസൻകണക്കിന് ഗ്രാമങ്ങൾ ഒഴിപ്പിക്കപ്പെട്ടതിൽ  സി പി ഐ (എം എൽ ) കേന്ദ്ര കമ്മിറ്റി അതിയായ ഉൽക്കണ്ഠ രേഖപ്പെടുത്തുന്നു.  സ്വന്തം  ഭൂമിയിലെ വിളകൾ എടുക്കാനാവാത്ത സ്ഥിതിയും, വീടുകൾ നഷ്ടപ്പെടുന്ന  അവസ്ഥയും കുടിയൊ ഴിപ്പിക്കപ്പെട്ട കർഷകരിൽ  ഉണ്ടാക്കുന്ന ഉൽക്കണ്ഠകൾ  തീർത്തും  അവഗണിക്കാൻ യുദ്ധവെറി മൂത്ത ഇപ്പോഴത്തെ ചുറ്റുപാടിൽ സർക്കാരിന് കഴിയുന്നു.  ഇന്ത്യൻ അതിർത്തി ഗ്രാമങ്ങളിലെ ദരിദ്രരായ കർഷകരും,  സൈനിക വേഷമണിഞ്ഞവരുടെ കൂട്ടത്തിൽ താഴെക്കിടയിൽ ഉള്ളവരും ആണ് ഏതൊരു സൈനിക സംഘർഷമോ യുദ്ധമോ ഉണ്ടാവുമ്പോഴും ബലിയാടുകൾ ആക്കപ്പെടുന്നത്.
 ഇന്ത്യയിലേയും പാക്കിസ്ഥാനിലേയും സർക്കാരുകൾ  യുദ്ധവെറി  പ്രോത്സാഹിപ്പിക്കുന്നതിൽ നിന്നും, പരസ്പരമുള്ള സൈനിക സംഘർഷത്തിൽനിന്നും പിൻമാറുകയും  തൽസ്ഥാനത്ത് എല്ലാ പ്രശ്നങ്ങളേയും അഭിസംബോധന ചെയ്യുന്നതിന് ഫലവത്തായ ഉഭയകക്ഷി സംഭാഷണവും നയതന്ത്ര മാർഗ്ഗങ്ങളും ഉപാധിയാക്കുകയും ചെയ്യും എന്ന് സി പി ഐ (എം എൽ ) പ്രത്യാശിക്കുന്നു.

വർഗ്ഗീയ വിദ്വേഷപ്രചാരണങ്ങളും ജിംഗോയിസവും തള്ളിക്കളയുക
 

 ഇക്കഴിഞ്ഞ  കേരള സന്ദർശനത്തിനിടെ നരേന്ദ്ര മോദി കോഴിക്കോട് നടത്തിയ  പ്രസംഗം  ഉറി സംഭവത്തിന്റെ പശ്ചാത്തലത്തിൽ പാർട്ടിയിലെ കൂട്ടാളികൾ പ്രകടിപ്പിച്ച യുദ്ധവെറി അതേപടി ആവർത്തിക്കുന്നതായിരുന്നില്ലെങ്കിലും, പാക് വിരുദ്ധ ജിംഗോയിസം വേണ്ടുവോളം ഇളക്കിവിടാൻ ശ്രമിക്കുന്നതായിരുന്നു. രാം മാധവ് എന്ന ബി ജെ പി നേതാവ് 'ഉറി ആക്രമണത്തിന് തിരിച്ചടി'യായി 'ഒരു പല്ലിനു പകരമായി ഒരു മുഴുവൻ താടി എടുക്കണം' എന്നാണ് നിർദേശിച്ചിരുന്നത് .   പാക്കിസ്ഥാനെ തുടച്ചു നീക്കാൻ ഇൻഡ്യ ഒരു അണുയുദ്ധത്തിന് തന്നെ തയ്യാറാവേണ്ടതുണ്ടെന്നും, ഇതിന്നായി പത്തുകോടി ഇന്ത്യക്കാർക്ക് ജീവൻ കളയേണ്ടിവന്നാലും വേണ്ടില്ല എന്നും രാജ്യസഭയിലെ ബി ജെ പി അംഗമായ സുബ്രഹ്മണ്യം  സ്വാമി പ്രസ്താവിച്ചു. മോദിയാകട്ടെ, പാകിസ്ഥാനുമായി പെട്ടെന്ന് യുദ്ധം നടത്തുന്ന കാര്യമൊന്നും പറഞ്ഞില്ലെങ്കിലും, , വികസനമുരടിപ്പിനും ദാരിദ്ര്യത്തിനും എതിരായ യുദ്ധത്തിൽ ഇന്ത്യ  പാക്കിസ്ഥാനെ തോൽപ്പിച്ചിരിക്കുന്നുവെന്നു വീമ്പടിച്ചു. "വെള്ളവും രക്തവും ഒന്നിച്ചു ഒഴുകാൻ അനുവദിച്ചുകൂടാ" എന്നുപറഞ്ഞുകൊണ്ട് പാക്കിസ്ഥാനിലേക്കുള്ള നദീജലത്തിന്റ അളവ് പരിമിതപ്പെടുത്താൻ തന്റെ സർക്കാരിന് പരിപാടിയുണ്ടെന്നു മോദി പ്രഖ്യാപിച്ചു.
 പാക്കിസ്ഥാനുമായി  നദീജലം പങ്കിടുന്നതിനെസ്സംബന്ധിച്ച മേൽപ്പറഞ്ഞ പ്രഖ്യാപനം,  മിലിറ്റൻറ് ആക്രമണത്തെ കേവലം ഒഴിവുകഴിവായി  എടുത്ത് അയൽരാജ്യത്തിലെ ഒരു സിവിലിയൻ ജനതയെ സൈനികേതരമായ മാർഗ്ഗത്തിൽ ശിക്ഷിക്കാനുള്ള പദ്ധതിയുടെ ഭാഗമാണ്. "തന്ത്രപരമായ സംയമനം" എന്ന ഒരാശയം മോദി സർക്കാരിന്റെ മുൻഗണനകളിൽ എവിടെയും ഇല്ലാ എന്നാണ് ഇത് കാണിക്കുന്നത്.  അയൽരാജ്യത്തിലെ സൈന്യവുമായിട്ടല്ലാതെ ജനങ്ങളുമായി നടത്താൻ ഉദ്ദേശിക്കുന്ന ഇത്തരം ഒരു സൈനികേതര യുദ്ധം പ്രാഥമികമായ  നൈതികയുടെ പ്രശ്നം ഉയർത്തുന്നു. അതിനും പുറമേ , നദീജലം പാക്കിസ്ഥാനിലേക്ക് ഒഴുകുന്നത് പരിമിതപ്പെടുത്തുക എന്ന പരിപാടി നടപ്പാക്കാൻ ഇന്ത്യൻ പ്രദേശത്ത് അണകൾ കെട്ടിയുയർത്തുമ്പോൾ വൻതോതിൽ ജനങ്ങൾ കുടിയിറക്കപ്പെടും എന്നതും, കാശ്മീരിന്റെ ഒട്ടുമുക്കാലും പ്രദേശങ്ങളിൽ വെള്ളപ്പൊക്കഭീഷണി പെരുകും എന്നതും ഗുരുതരമായ മാനുഷിക വിപത്തുകളാണ്.

സാമൂഹ്യപുരോഗതിയിലും സാമ്പത്തിക വളർച്ചയിലും ഇന്ത്യയേക്കാൾ പുറകിൽ നിൽക്കുന്നവരെന്ന്   പാക്കിസ്ഥാൻകാരെ മോദി പരിഹസിച്ചുവെങ്കിലും , ഇന്ത്യയോ പാക്കിസ്ഥാനോ ഏതാണ് മുന്നിൽ എന്ന ചോദ്യം തന്നെ അപ്രസക്തമാകും വിധത്തിലാണ്  ഇരു രാജ്യങ്ങളുടേയും  യഥാർഥനില. പൗരന്മാരുടെ സാമൂഹ്യവും സാമ്പത്തികവുമായ അവകാശങ്ങളുടെ കാര്യത്തിൽ എന്നപോലെ സിവിൽ അവകാശങ്ങളേയും  മനുഷ്യാവകാശങ്ങളേയും മാനിക്കുന്ന കാര്യത്തിലും രണ്ടു രാജ്യങ്ങളും ഒരുപോലെ പിന്നോക്കം നിൽക്കുന്നു.

ഇതിനിടെ, മുഖ്യ പ്രതിപക്ഷ കക്ഷിയായ കോൺഗ്രസ് ജിംഗോയിസത്തിൽ തങ്ങൾ ബി ജെ പിയേക്കാൾ ഒട്ടും പിന്നിലല്ലെന്നു തെളിയിക്കാനുള്ള ബദ്ധപ്പാടിലാണ്.  "പാക്കിസ്ഥാനെ ഒരു ഭീകര രാഷ്ട്രമായി പ്രഖ്യാപിക്കാൻ" എത്രയും പെട്ടെന്ന് പാർലമെന്റിന്റെ ഒരു സംയുക്ത സെഷൻ വിളിച്ചുകൂട്ടണം  എന്നാണ് കോൺഗ്രസ് ആവശ്യപ്പെട്ടത്. ഈ വിധത്തിൽ ഭരണപക്ഷവും മുഖ്യ പ്രതിപക്ഷവും ജിംഗോയിസത്തിൽ മികവുകാട്ടാൻ പരസ്പരം മത്സരിക്കുന്ന ദുഃഖകരവും അങ്ങേയറ്റം ആശങ്കാജനകവുമായ മായ  സ്ഥിതി ഈ രാജ്യത്തിലെ രാഷ്ട്രീയ കാലാവസ്ഥയെ ഒന്നുകൂടി കലുഷമാക്കുകയേ ഉള്ളൂ എന്നു പറയേണ്ടതില്ല.

  ഈ യുദ്ധവെറി പ്രചരിപ്പിക്കലിന്റേയും  പാക് വിരുദ്ധ വായ്ത്താരികളുടേയും പ്രധാന ഉദ്ദേശ്യം രാജ്യത്തിനകത്ത് ബി ജെ പി യ്ക്ക് രാഷ്ട്രീയ നേട്ടം ഉണ്ടാക്കൽ ആണെങ്കിലും , നയതന്ത്ര തലത്തിൽ അത് കൊണ്ട് ഇന്ത്യയ്ക്ക് ഒരു പ്രയോജനവുമുണ്ടാകാൻ പോകുന്നില്ല.  ഐക്യരാഷ്ട്ര സഭയുടെ പൊതുസഭയിൽ ഇന്ത്യയുടെ പാക് വിരുദ്ധ വാചകമടിയോട് അനുഭാവം പ്രകടിപ്പിക്കാൻ ഒരു രാജ്യവും തയ്യാറായില്ല. വളരെ പ്രതീക്ഷയോടെ ഇന്ത്യ സമീപിച്ച രാജ്യങ്ങൾ എല്ലാം പാക്കിസ്ഥാനുമായുള്ള തർക്കവിഷയങ്ങളിൽ ഇന്ത്യൻ നിലപാടിനെ പിന്തുണച്ചില്ല എന്ന് മാത്രമല്ലാ  പാക്കിസ്ഥാനെതിരെ ഇന്ത്യ ഉന്നയിച്ച വിഷയങ്ങൾ നിലനിൽക്കുന്നതായി അംഗീകരിക്കുകപോലും ചെയ്യാതെ പാടേ വിട്ടുനിൽക്കുകയായിരുന്നു.

  ചേരിചേരാ രാഷ്ട്രങ്ങളുടെ ഉച്ചകോടി സമ്മേളനം ആദ്യമായി ഒരു ഇന്ത്യൻ പ്രധാനമന്ത്രിയുടെ അസൗകര്യം പ്രമാണിച്ചു മാറ്റിവെക്കപ്പെട്ട സമീപകാല സംഭവം കാണിക്കുന്നത് മറ്റു വികസ്വര രാജ്യങ്ങളിൽനിന്നും ലോക രാജ്യങ്ങൾ ക്കിടയിലെ പൊതു വീക്ഷണത്തിന്റെ തലത്തിലും ഇന്ത്യ ഏറെക്കുറെ ഒറ്റപ്പെട്ടുകൊണ്ടിരിക്കുകയാണെന്നാണ്. ഇന്ത്യയ്ക്കും പാക്കിസ്ഥാനും ഇടയിൽ ഫലപ്രദമായ ഉഭയ കക്ഷി സംഭാഷണത്തിനും നയതന്ത്ര ബന്ധത്തിനും  പകരം നിൽക്കാൻ മറ്റൊന്നിനും വാസ്തവത്തിൽ ആവില്ല. യുദ്ധവെറി പ്രോത്സാഹിപ്പിക്കലും ജിംഗോയിസവും തുടരുന്നതോ, അമേരിക്കയേയോ മറ്റു പാശ്ചാത്യ ശക്തികളേയോ പ്രശ്നത്തിൽ ഇടപെടുവിക്കാൻ നോക്കുന്നതും ഒരിയ്ക്കലും ഫലപ്രദമാവില്ല.


കോഴിക്കോട്ടെ ബി ജെ പി ദേശീയ കൗൺസിൽ സമാപന സമ്മേളനത്തിൽ നടത്തിയ മറ്റൊരു  പ്രസംഗം  മോദിയുടെയും അദ്ദേഹത്തിന്റെ പാർട്ടിയുടെയും മുസ്ലിം വിരോധത്തിന്റെ ആഴം വ്യക്തമാക്കുന്നതായിരുന്നു. ആർ എസ് എസ്സിന്റെ പ്രമുഖ സംഘ് സൈദ്ധാന്തികരിൽ ഒരാളായിരുന്ന ദീൻ ദയാൽ ഉപാദ്ധ്യായയെ ഉദ്ധരിച്ചു കൊണ്ട് മോദി പറഞ്ഞത് മുസ്ലീങ്ങളെ  "ബഹുമാനിക്കാനോ ,നിന്ദിച്ചു തള്ളാനോ" സാധ്യമല്ലെന്നും, അവരെ "ശുദ്ധീകരിക്കുകയും പരിഷ്കൃതരാക്കുകയു" മാണ് വേണ്ടതെന്നും ,അവരെ "വോട്ട് ബാങ്കുകൾ" ആയി കാണുന്നതിന് പകരം "നമ്മുടെ സ്വന്തം" ആയി പരിഗണിക്കണമെന്നും ആയിരുന്നു. മോദിയുടെ പക്ഷത്തുനിന്ന് ഇതിനെ ന്യായീകരിക്കുന്നവർ അവകാശപ്പെടുന്നത് യഥാർത്ഥത്തിൽ "മുസ്ലീങ്ങൾ  ശാക്തീകരിക്കപ്പെടണം" എന്ന് മാത്രമാണ്  മേൽപ്പറഞ്ഞ പദ പ്രയോഗങ്ങൾ കൊണ്ട് മോദി ഉദ്ദേശിച്ചത് എന്നാണ്‌. ദീൻ ദയാൽ ഉപാദ്ധ്യായയുടെ ലേഖനങ്ങൾ വായിച്ചിട്ടുള്ള  ഏതൊരാൾക്കും അദ്ദേഹത്തിന്റെ ഉദ്ധരണി തന്നെ എന്തിനായിരുന്നു മോദി ഉപയോഗിച്ചത് എന്ന കാര്യത്തിൽ ഒരു സംശയവും ഉണ്ടാകാനിടയില്ല. ഇന്ത്യയെ ഒരു 'ഹിന്ദു രാഷ്ട്ര'മാക്കാൻ മാത്രമല്ലാ ,പാക്കിസ്ഥാന്റെ അസ്‌തിത്വം ഇല്ലാതാക്കിയുള്ള 'അഖണ്ഡ ഭാരതം' നിർമ്മിക്കാനുള്ള ദീൻ ദയാൽ ഉപാദ്ധ്യായയുടെ ചിന്താഗതിയുമായി തികച്ചും പൊരുത്തപ്പെടുന്ന വിധം തന്നെയാണ് മോദി മേൽപ്പറഞ്ഞ ഉദ്ധരണികൾ കോഴിക്കോട് പ്രസംഗത്തിൽ ഉപയോഗിച്ചിരിക്കുന്നത്.

1953 ൽ ആർ എസ് എസ് മുഖപത്രമായ 'പാഞ്ചജന്യ'യിൽ ' അവിഭക്ത ഇന്ത്യ'എന്ന തലക്കെട്ടിൽ ദീൻ ദയാൽ ഉപാദ്ധ്യായ ഒരു ലേഖനം പ്രസിദ്ധീകരിച്ചിരുന്നു. അതിലദ്ദേഹം പറഞ്ഞത് 'അഖണ്ഡഭാരത' മെന്ന ലക്ഷ്യ ത്തെ സാക്ഷാൽക്കരിക്കുന്നതിന് ഏറ്റവും വലിയ തടസ്സമായിരിക്കുന്നത് മുസ്‌ലീം സമുദായത്തിന്റെ ദേശവിരുദ്ധതയും വിഭാഗീയ മനോഭാവവും ആണെന്നാണ്. പാകിസ്ഥാൻ എന്ന രാജ്യം ഉണ്ടായതുതന്നെ(മുസ്ലീങ്ങളുടെ) ഈ മനോഭാവം ജയിക്കാനനുവദിച്ചതുകൊണ്ടാണെന്ന് ദീൻ ദയാൽ ഉപാദ്ധ്യായ വാദിച്ചു. അഖണ്ഡഭാരതത്തെക്കുറിച്ചു സംശയാലുക്കളായ ആളുകൾക്ക് തോന്നുന്നത് മുസ്ലീം അവന്റെ നയം തിരുത്താനിടയില്ല എന്നാണെങ്കിൽ  ആറു  കോടി മുസ്ലീങ്ങൾ ഇന്ത്യയിൽ  ജീവിക്കുന്നത്  ഇന്ത്യയുടെ താൽപ്പര്യങ്ങൾക്കെതിരാണ്  എന്നല്ലേ അതിന്റെ  അർത്ഥം  എന്നും , മുസ്ലീങ്ങളെ ഇന്ത്യയിൽനിന്ന് ഓടിക്കണമെന്ന് ഏതെങ്കിലും കോൺഗ്രസുകാരൻ ആവശ്യപ്പെടുമോ എന്നും ദീൻ ദയാൽ ഉപാദ്ധ്യായ ചോദിച്ചു. മുസ്ലീങ്ങൾക്ക് ഇന്ത്യയിൽ ജീവിക്കണമെന്നുണ്ടെങ്കിൽ ഈ രാജ്യത്തിന്റെ "ദേശീയ ജീവിത"ത്തിൽ അവർ "അലിഞ്ഞുചേരണ"മെന്നും, ഭൂമിശാസ്ത്രപരമായി വിഭജിതമായ ഇന്ത്യയിൽ അങ്ങിനെയൊരു അലിഞ്ഞു ചേരൽ നടന്നുകഴിഞ്ഞാൽ   ഇന്ത്യയിൽ നിന്നും ഭൂപരമായി മുറിച്ചുമാറ്റപ്പെട്ട ശിഷ്ട ഭാഗവും  ഏറെത്താമസിയാതെ ഇന്ത്യയിൽ ചേർക്കപ്പെടും എന്നും  ഉപാദ്ധ്യായ വാദിച്ചു. ഇങ്ങനെയൊരു ഏകീകരണം നടക്കുന്നതിനു ഉപാദ്ധ്യായ വെച്ച ഒരു മുന്നുപാധി "ഹിന്ദു മുസ്ലിം ഐക്യം" എന്ന ആശയം ഉപേക്ഷിക്കലാണ് . അതിനു പകരം അദ്ദേഹം വെച്ച നിർദ്ദേശം ഇതായിരുന്നു: "ഐക്യം വേണമെങ്കിൽ നമ്മൾ ഹിന്ദു ദേശീയതയെ ഇന്ത്യൻ ദേശീയതയായും , ഹിന്ദു സംസ്കാരം ഇന്ത്യൻ സംസ്കാരമായും അംഗീകരിച്ചേ മതിയാകൂ. ഈ തത്ത്വം രാജ്യത്തിന്റെ മാർഗ്ഗദർശിയായ ഒരു സിദ്ധാന്തം ആയി സ്വീകരിച്ചു ഏവരും അതനുസരിച്ചു ജീവിക്കണം"

    മുസ്ലീങ്ങളെ "പരിഷ്കരിക്കാൻ" ദീൻ ദയാൽ ഉപാദ്ധ്യായ ആഹ്വാനം ചെയ്യുമ്പോൾ ഹിന്ദുക്കളോട് അതൊരു വെല്ലുവിളിയായി ഏറ്റെടുക്കാനാണ് ആവശ്യപ്പെട്ടത്. ഇന്ത്യയിൽ മാത്രമല്ലാ പാക്കിസ്ഥാനിലുള്ള മുസ്ലീങ്ങളുടെ   ദേശവിരുദ്ധ മനോഭാവത്തെ മാറ്റിയെടുക്കാനും അവരെ "ഇന്ത്യൻ ദേശീയത"യിൽ "അലിയിച്ചുചേർക്കാനും" ഹന്ദുക്കളോട് നടത്തിയ ആഹ്വാനം ആണ് മുകളിൽ കൊടുത്ത ഉദ്ധരണിയിൽനിന്നും വ്യക്തമാവുന്നത്. മുസ്ലീങ്ങളെ ഹിന്ദുയിസത്തിൽ അലിയിച്ചു ചേർക്കുക എന്നതും, പാക്കിസ്ഥാനെ ഹിന്ദു ഇന്ത്യയിൽ അലിയിച്ചു ചേർക്കുക എന്നതും ആർ എസ് എസ്സിന്റെ രാഷ്ട്രീയ വും പ്രത്യയശാസ്ത്രപരവുമായ പദ്ധതിയിൽ കേന്ദ്രസ്ഥാനത്ത് വർത്തിക്കുന്ന ആശയങ്ങളാണ്.

"ഏകാത്മക മാനവികത" എന്ന സങ്കല്പത്തെക്കുറിച്ചു ഉപാധ്യായ നിർമ്മിച്ച സിദ്ധാന്തത്തിലും ആർ എസ് എസ്സിന്റെ വർഗീയ സമീപനം തന്നെയാണ് മുഴച്ചു നിൽക്കുന്നത്. അതിൽ അദ്ദേഹം ആർ എസ് എസ് സ്ഥാപകൻ ഗോൾവാൾക്കർ ഇങ്ങനെ പറഞ്ഞതായി ഉദ്ധരിക്കുന്നുണ്ട്: "അവരുടെ വ്യക്തിജീവിതത്തിൽ  എത്രതന്നെ  നീചന്മാരായിരുന്നാലും, ഹിന്ദുക്കൾ  ഒരു സംഘടിത ഗ്രൂപ്പ് ആയാൽ    എപ്പോഴും നല്ല കാര്യങ്ങളെക്കുറിച്ചു മാത്രമേ ചിന്തിക്കൂ എന്ന് നിരീക്ഷിക്കപ്പെട്ടിട്ടുണ്ട് ..എന്നാൽ, മുസ്ലീങ്ങളുടെ കാര്യം നേരെ മറിച്ചാണ്; ഒറ്റയ്‌ക്കൊറ്റയ്ക്കു ഏതൊരു മുസ്ലീമും സ്വപ്നത്തിൽപ്പോലും ചിന്തിക്കാത്ത ദുഷ് പ്രവൃത്തികളെക്കുറിച്ചു ആലോചിക്കാനും അവയ്ക്കു അനുമതി നൽകാനും രണ്ടു മുസ്ലീങ്ങൾ ഒന്നിച്ചു ചേർന്നാൽ കഴിയും "

ഉപാദ്ധ്യായ് സ്ഥാപിച്ച ഒരു പ്രസിദ്ധീകരണം ആയ 'രാഷ്ട്ര ധർമ്മ'യുടെ 2015 നവംബർ  സ്‌പെഷ്യൽ  ലക്കത്തിൽ മോദിയുടെ സാംസ്കാരിക വകുപ്പ് മന്ത്രിയായ മഹേഷ് ചന്ദ് ശർമ്മ എഴുതിയ ഒരു ലേഖനമുണ്ട്.

Accusations of 'Ideological Intolerance' and 'Ideological Terrorism'

Modi Government's Offensive On Dissenting Voices

he past month has been witness to an unstoppable tide of dissent against intolerance and bigotry patronized by the Modi Government in India. Hundreds of writers, followed by artists, scientists, filmmakers, sociologists, historians and actors have returned awards or otherwise expressed concern at the growing climate of intolerance and violence in the country. In addition, even members of the ruling establishment, including the President of India and the RBI Governor have also expressed similar concerns. The global investment ratings company, Moody's Analytics, also warned Prime Minister Narendra Modi that his failure to "rein in" the intolerance and sectarian violence promoted by members of his party would harm India "domestic and global credibility."

In the face of this all-out loss of credibility for the Modi Government, the Finance Minister Arun Jaitley has responded by accusing all the dissenting voices of being "Congress and Left thinkers and activists" who are displaying "ideological intolerance" towards Modi. The Prime Minister, he said, was in fact the biggest victim of this "intolerance." Some days later, the Jharkhand CM from the BJP added that writers returning awards were in fact guilty of "ideological terrorism."

Such a response to dissent, only confirms the accusations of authoritarian arrogance that the Modi Government is facing. Dissent and criticism are crucial for any democracy – and dissent by definition "speaks truth to power." For the party wielding power to claim to be a victim of "intolerance" is laughable. It implies that only possible place the Modi Government envisages for citizens is of cheerleaders. Anyone who does not join the cheering chorus but speaks up in dissent is accused of "intolerance."

Worse, dissenters are accused of being "terrorists" and "Pakistanis." Those who stand up for the right to eat beef or question the killing of Muslims or writers, or criticize Modi in any way are advised by BJP Ministers like Giriraj Singh to "go to Pakistan." The BJP President Amit Shah, in speeches in the Bihar elections, claims that BJP's defeat will be greeted by firecrackers and celebrations in "Pakistan." Such statements slyly use "Pakistan" and "terrorist" as shorthand for Indian Muslims and those who speak up for the rights of Indian Muslims. Citizenship and patriotism are redefined as approval of the BJP and RSS agenda of Hindu Rashtra and corporate appeasement, and every citizen who votes against the BJP, or any activist who agitate against land grab laws or other pro-corporate policies, or stand up for civil liberties, freedom of expression and dignity of minorities can be branded as a "terrorist."

These allegations of "intolerance" and "terrorism" are of course an admission of failure by the BJP: failure to turn the tide of public opinion in their favour in spite of holding all the power. But they are also dangerous – because branding dissenters as terrorists is a ploy to justify cracking down on them.

Jaitley's claim that the "national situation is absolutely peaceful...The country is not intolerant," and wave away incidents like the Dadri lynching as an aberration are belied by facts. Dadri-style lynchings of Muslims on the pretext of 'cow slaughter' happening thick and fast, accompanied by open threats of violence and murder by BJP MPs, Chief Ministers of BJP-ruled states and Sangh Parivar leaders against "those who promote beef or eat beef." One BJP leader in Karnataka has threatened to behead the Chief Minister if he dares to keep his word and eat beef.

The very statements of no less than the Prime Minister in the Bihar elections confirm rather than allay the apprehensions of growing intolerance and Hindu-Muslim polarization. Modi has tried to inject communalism into caste-based reservations, by claiming that he will "stake his life" before he allowed Muslims to benefit from such reservations.

It would befit a Prime Minister to say that he would "stake his life" to make sure that no Muslim man is lynched for his supposed diet, and no Professor or a rationalist is murdered in his home for his views, or Dalit children burned alive. Instead the Prime Minister has staked the life of peace, tolerance and democracy in India, to seek votes in the Bihar elections and to allow the Sangh Parivar to push India towards the goal of a Hindu Nation.

But no matter how much the BJP and Modi may issue threats and abuse dissenters, the growing sense of anger, disillusionment and dissent against the Modi Government is unmistakable. The writers, scientists, and other intellectuals have shown the way – and this wave of protest in defence of democratic values is fast growing stronger. 


 Occupy UGC Movement Gains Strength and Spreads Across Cities and States

he #OccupyUGC movement begin on 21 October 2015, following the shocking decision taken by a UGC committee (constituted for enhancement of non NET fellowship) to scrap the non NET fellowship being currently provided to researchers pursuing M. Phil. and Ph.D. in Central Universities. In the memorandum submitted to the UGC by JNUSU (including representatives from AISF and AISA), it was demanded that the decision to scrap non NET fellowship be immediately revoked; the scholarship amount be increased from 5000 to 8000 for M.Phil. and from 8000 to 12,000 for Ph.D.; that the fellowship also be extended to research scholars in all State Universities; and that government of India refuse to sign on the WTO agreement in December this year. However, despite several protests and the refusal of the students to leave the UGC premises, the UGC authorities have refused to address the demands of the students. The Union Minister for MHRD too has refused to meet the protesting students (only choosing to speak BJP's own student wing ABVP and instructing it to confuse and demobilise student movement). Further, the committee formed by the MHRD as a result of the pressure exerted by the OccupyUGC movement, far from addressing the demands of the students, aims to further restrict the scope of the fellowships by subjecting them to various merit and income based conditions. The students have outrightly rejected such diversionary tactics of the government to not address the real issue.

After a brutal lathi charge afflicted on protesting students on 27 October, where several common students and student activists including several from AISA, the students have remained undeterred. Not only have they refused to end the movement, they have courageously continued to occupy the UGC and turn into a site of day and night protest. In the last week, several eminent scholars and teachers have gathered at ITO to express solidarity with the students. Members of JNUTA, DUTA, AUTA, faculty members from Jamia, IIT, former members of UGC like Prof. Yogendra Yadav, have regularly been joining the protesting students in an expression of solidarity. Several teachers like Prof. Janaki Nair, Dr. Naveen Gaur, Prof. Hargopal have been conducting open classes at the barricades on topics ranging from 'Feminism and the Democratisation of Higher Education' to 'Science Research in Times of Fund Cuts. The open classes are being accompanied by regular performances by various cultural groups like Sangwari, Swar, Janrang and others. Movie screenings have also been organised at the site of protest. The arrival of winters has failed to dampen the zeal of students, as lighting fire on the streets near ITO, they continue to OccupyUGC.

The last week has not just witness the movement intensify at the UGC office but also the spread of the movement across the country. The movement has spread to colleges and universities across the country like Hyderabad, NEHU Shillong, Sikkim, Gujarat, Chennai, Mumbai, Kolkata, Wardha, Allahabad, Pondicherry, Chandigarh, Sagar, Rohtak and elsewhere. Regional offices of the UGC across are being bombarded by students. Over the past two weeks, the OccupyUGC movement has received inspiring solidarity from #FeesMustFall movement of South Africa, FTII and also various other progressive sections. However, as in case of Delhi, the spread of movement in other places too have been met by brutal crackdowns. On 2 November 2015, an occupy UGC call was given by AISA, USDF, PERIODS, RADICAL, SFI, AISF, AISB, PSU and AIDSO. As the protest began, the students were mercilessly beaten up the state police and several students including AISA activists like Com. Abhishek and Com. Ipsita were brutally beaten up. 26 activists were arrested and taken to a police station whose location was not disclosed to them. Unfortunately for the state and central governments keen to sell out education, as was witnessed in Delhi, the state crackdown failed to deter the students who are continuing their protest in even larger numbers.

As the December deadline approaches for signing the WTO agreement which will confirm the status of education as a tradable commodity, the OccupyUGC movement that is gaining strength with every passing day has shown the firm resolve of the student community in India that will not allow access to higher education and opportunity for knowledge creation to be converted into privileges for some and denied to others. CPI (ML) salutes the student movement and expresses solidarity with them. 

First AIPF Conference in Tamil Nadu

The All India People's Forum held its first Tamil Nadu State Conference at Tirunelveli on 11.10.2015. The Conference began with a Presidential address by Comrade G Ramesh. In the run up to the Conference, activists of the various AIPF constituent groups campaigned vigorously in various parts of Tamil Nadu. There was enthusiastic participation from working people, and intellectuals and activists from all over Tamil Nadu. A large number of women from the anti-nuclear Koodankulam movement participated.
The Conference was inaugurated by CPI(ML) Politburo member Kavita Krishnan, who spoke about the Modi Government that was at the same time selling out India, and dividing India too. Both the corporates and the RSS are trying to make hay while the Modi sun shines. There were several inspiring instances of anti-corporate and anti-communal resistance. And the AIPF had emerged out of a felt need for uniting various streams of fighting forces.

Vasanthi Devi, former Vice Chancellor of Manonamanian Sundaranar University, said that Hindutva politics was founded on Brahminical patriarchy, and stressed the need to draw on the resources of Ambedkar and Periyar to combat it. S Balamurugan of the PUCL spoke about the challenge of resisting the all-round attack on activists, movements and freedom of speech. Prof. Murali, former Principal of a Madurai College, spoke about the moves to make education a tradable commodity under the WTO, and the moves afoot to discipline and morally police college students in order to produce campuses compliant with the WTO regime.

Leader of the anti-Koodankulam PMANE, Dr SP Udayakumar said that the AIPF Conference was the beginning and not an end in itself. He stressed the need for mutual unity and solidarity. He spoke of the experience of the Koodankulam women activists who had not been silenced or scared by killing, arrest, or sedition charges. He spoke on the dangers of nuclear energy. Com. Deebak of December 3 Movement, a Disability Rights Alliance, spoke very inspiringly about the rights of the disabled and the need for all platforms of people's movements to be sensitive to those rights.

Others who spoke included A Simson, writer Samsudeen Heera, scientist Dr Lal Mohan, omrade KM Sherif of Tamilnadu People's Democratic Party, Comrade Kathiravan of Athi Tamilar Katchi, Comrade Arivalagan of Dalit Research Centre, and Comrade Sujatha Modi of NTUI, Comrade Bharathi of Democratic Advocate's Association, Comrade Thirumalaisami of TTSF, Comrade RR Srinivasan of Kanchanai Film Society, Comrade Mukilan of Makkal Sananayaga Kudiarasu Katchi,Comrade Pandiarajan of AISA, Comrade Abdulrahman of Satta Panjayathu Iyakkam, Comrade Jawahar of AICCTU, Comrade A Chandramohan and Mangaiyarselvan, AIPF NCCM members, and Com Balasundaram Tamil Nadu State Secretary CPI(ML). Comrade S Kumarasamy, PB member of CPI(ML) also attended the Conference. A State-level Council, Campaign Committee and Advisory Committee were elected from the Conference.

Effigy Burning of the State Govt by All India Kisan Mahasabha in Bindukhatta

On 23 October 2015, the All India Kisan Mahasabha burnt the effigy of the state Congress government at Car Road in Bindukhatta to protest against the government's move to hand over 350 naali land in Dwarson (Almora) to the corporate and against the repression and crackdown unleashed on the protestors.

Addressing the protestors after the effigy burning, the area secretary of CPI (ML), Com. Lalit Matiyali said that during the time of the previous BJP government led by Khanduri, this 350 naali of barren land not owned by anyone, was recovered after ceiling. However, the control over the land was kept in the hands of the state government. At that time the CPI (ML) had demanded that the authority to manage and distribute this land recovered after ceiling from Dwarson and other areas be handed over to the Gram Panchayats, else the state government would hand it over to the land mafias and the corporate. Today when the Congress government has handed this land to the Jindals, the concerns of the CPI (ML) have been proved right. The Congress and the BJP have been conspiring to sell the entire land of the state to the corporate at throw away prices. He also added that despite massive protests by the people, it was extremely shameful that the Chief Minister still decided to go for the inaugural function of Jindal Group's International School.


Com. Matiyali appealed to all the democratic forces to raise their voice against such anti-people policies of the state government. Com. Gopal Singh, district committee member of the All India Kissan Mahasabha said that the state government is only keen to protect the interests of the land mafia and the corporate, when it also had the option of giving this land to those who had been affected by the calamities. He added that the crackdown on the protestors and their arrest by the state police only exposes how the state government has turned dictatorial. The dictatorship of the Congress government had also come to light during the lathi charge unleashed on protestors who had earlier gathered to protest against the inauguration of Bindukhatta municipality and it had been proved once again.

 AIARLA Viluppuram District Conference Held

AIARLA district conference of Viluppuram district of Tamil Nadu was held at Ulundurpet town in a Hall named after Com. Ammaiappan. A four Member presidium comprising of Comrades Kaliyamurthy, Babu, Dakchinamurthy and Kannammal conducted the proceedings. Com. Venkatesan, state Deputy General secretary of AIARLA and Com. Balasundaram, state secretary of CPI (ML) addressed the delegates. Several resolutions were passed in the conference, which included among others, the demands to- (i) disperse the arrears of MGNREGA wages, (ii) withdraw the cases booked against the workers protesting for this demand, (iii) evict occupiers from Panjami land and redistribute it to Dalits, (iv) stop the loot of natural resources, (v) Implementation of Forest act in Kalvarayan hill areas, (vi) take steps to release tribal prisoners languishing in Andhra jails, (vii) establish rural based industries, (viii) provide house site pattas and houses to the rural poor, (ix) provide potable water , and (x) establishing primary health centres and schools with increased teacher strength, proper kitchen etc. 


Hunger Strike by Inmates of J.P. Central Jail Demanding Release;

CPI (ML) Dharna in Support

In support of the hunger strike started by the inmates of the J.P. central jail in Hazaribagh district, CPI (ML) and AIPF staged a dharna in front of the deputy district magistrate on 17 October 2015. The protest event was conducted by Sudhir Yadav and several AIPF and CPI (ML) leaders addressed the participants. The leaders handed over a memorandum addressed to the Chief Minister through the dharna and demanded that the inmates' demands be met and the hunger strike be brought to an end.

The leaders who addressed the dharna shared that 56 inmates who had completely their sentence in the Jai Prakash Central Jail, had sat on a nine day, demanding that they be released now. In their support, nearly 650 other convicts who were still serving their sentence too had come forward. Several women inmates along with their children to had joined the hunger strike in solidarity. The hunger strike started on 6 October and continued till 15 October, during which health of several hunger strikers got deteriorated. With several hundred inmates joining the strike in solidarity, the work of the jail had come to a standstill. Printing press, powerloom, handloom, agriculture, kitchen, tailoring and several other works involving participation of the inmates remained shut. This added to the difficulties of the jail administration. The inmates demanded to know why those who had completed their sentences were not being released. Was the government waiting for their death?

CPI (ML) leaders pointed that at the time of sentencing the date on which the sentence would be over was fixed. There was no legal provision for keeping inmates locked up after their sentence was over. The fact that despite there being no such provision, inmates were languishing in jails exposed the weakness in the legal system. At present, nearly 6000 innocent poor tribals were languishing in jails of Jharkhand but the state government had no concern for them. The AIPF has been running a continuing campaign against such negligence by the state. CPI (ML) leaders demanded that besides immediate release of inmates who had completed their sentence, the jail manual be implemented properly and completely and also that there be quick execution of cases involving innocent under trials.

On 17 October, CPI (ML) and AIPF also organised a march in Ranchi from party office (Com. Mahendra Singh Bhawan) to Alberta Ekka Chowk, followed by a sabha. The combined pressure built by the movements inside and outside the jail forced Chief Minister Raghuvar Das to visit the jail and get the inmates to break their fast by assuring them that their demand would be met.

AIPF Protest Convention in Delhi on 'Politics of Fear & Hate unleashed by RSS-BJP'

AIPF organised a protest convention against the reign of terror of the RSS-BJP combine on 29 October at the Gandhi Peace Foundation in New Delhi. The speakers included Manglesh Dabral, Asgar Wajahat, Prof. Shamsul Islam, Cultural activist Kapil Sharma, AIPF leader Com. Girija Pathak and CPI (ML) activist, Com. Aslam Khan, among others. The cultural group Sangwari also sang songs of protest during the convention.

While addressing the audience, the speakers focussed on how the atmosphere of hate and fear was being created by the RSS-BJP and their associated groups. The current times have seen the attacks unleashed by the reactionary forces become more organized and brutal. From the genocide in Muzzafarnagar just prior to General Elections in 2014 to the cold blooded murders of Com. Govind Pansare and Prof. M.M. Kalburgi and the continued attacks on minorities and dalits taking place throughout the country, are clear indicators of this well thought out majoritarian ploy to instill fear in the minds of minorities and Dalits by spreading hatred. The social political fallout of the growing failure of the Modi government in fulfilling its election time promises to people is being sought to be covered up by stoking the communal card and spreading the politics of fear, hatred and violence. In response to this onslaught, people have been protesting throughout the country and for the first time since independence, India has seen so many writers, intellectuals, academics, scientists and artists return their awards and give up their posts to announce very clearly their principled opposition to the present onslaughts. The speakers also expressed their solidarity with all those who had taken a stand to voice their protest against such onslaughts by returning their awards.
